The core rule: active work earnings only
The Social Security Retirement Earnings Test applies strictly to earned income from active employment and self-employment. It is not a means test or wealth tax: investment returns, retirement savings withdrawals, and passive pensions are completely excluded.
What income counts
The following types of active compensation count toward your annual earnings limit:
- Gross wages: Your total W-2 earnings before taxes, 401(k) contributions, or payroll deductions.
- Bonuses and commissions: Paid for work performed during the calendar year.
- Vacation pay and sick pay: Earned through active employment.
- Net earnings from self-employment (NESE): Net business profit reported on Schedule SE.
What income does NOT count
The following common retirement income sources do not count toward the earnings limit:
- Pensions and government retirement annuities
- Withdrawals from 401(k), 403(b), traditional IRAs, or Roth IRAs
- Investment income including dividends, interest, and capital gains
- Rental income from passive real estate investments
- Veterans benefits, workers' compensation, and unemployment benefits
- Inheritances, life insurance proceeds, and gifts
Special payments for work performed before retirement
Wages generally count when earned, not when paid. If you receive a bonus, accumulated sick leave payout, severance, or deferred compensation after you retire for work performed prior to retirement, it may qualify as a special payment. If SSA agrees, it will not count that payment toward your annual earnings.
